Week Ahead: Economic War Veterans

They say war desensitizes you. You've heard the saying, "What doesn't kill you, makes you stronger." Perhaps similarly to how the skin on the hard-worked hand becomes callous, our hearts can harden during wartime. It's simply a necessity to emotionally survive the horror of it all. But is it possible that investors and regulators could also become callous to news of economic hardship? I think we're starting to see evidence of just that.

Last Wednesday and Thursday were the worst two consecutive days for stocks since 1987, but you hardly noticed! The week's economic data was horrible, from beginning to end, but the media barely noted it. Okay, we did have a historic presidential election to distract us from our misery last week, and stocks did still drop sharply on poor economic data, so maybe investors are not really desensitized. Consumer sentiment figures would indicate that Main Street isn't either.

What about the G-men though? Some were speculating the Fed might make an emergency rate cut, even though they just took action and despite the fact that there's only 100 basis points left to work with. Not a peep was heard from Bernanke and crew though. In months past, Bernanke might have been taking emergency action and issuing statements at 3:00 AM, and Hank Paulson would have been asking for a few trillion. Still, last week, nobody budged.

Sure, Nancy Pelosi made a couple statements about a new stimulus package, and the President-Elect said it would be the first thing on his slate. Over the weekend, he even suggested a new deal should be given to Americans before he takes office.

Still, for the most part, people just seem toughened somehow to economic news. Or, perhaps we're just giving up? Wouldn't that be the capitulation every investment guru has been looking for. Before you get daring and buy something, Michael Santoli reminds us in his Streetwise column for Barron's this weekend that P/E ratios in the harder recessions of modern times have typically bottomed in the single digits on trough level EPS. Unfortunately, we're still trading in the low teens.

In any event, China offered world markets a reason to start higher this week, with a huge stimulus package of its own. Still, the details of China's plan are less than stimulating, and so we think enthusiasm will fade. Eventually though, we'll give up, and we'll also stop selling shares. For the war torn survivors, that will mark the time to buy.

The Week Ahead

Monday

With no news scheduled for the early part of the week, the world will be attentive to international happenings. U.S. investors are greeting Monday with the announcement of a huge stimulus package out of China. The Chinese government declared it would pledge the equivalent of $586 billion toward its own economic survival. China' economic health is important to the world, as it drove 27% of global GDP in 2007. So, the Chinese have in fact offered a helping hand to the world, but the boost is not as promising as it looks. The funds are earmarked for use through 2010, with about 17% of it ready for immediate use. Even so, global initiatives are reassuring, and we suspect global shares will get a lift up from this action on Monday.

Back home, the Obama's are invited to the White House on Monday. We expect good ole Texan hospitality will make for a pleasant tour devoid of partisan politics. For all the criticism he bears, the one thing this president is appreciated for most is his genuine goodwill, unless you take a hit out on one of the family. In that case you end up hung Texas style like one infamous Iraqi thug.

President-Elect Obama declared he's in no hurry to present his economic team, which is probably wise since it would only offer the press time and opportunity to criticize it. However, we're sure Obama's squad is already near set, and likely exploring economic options behind the scenes. Ahead of Veteran's Day, fixed income markets will close early in the States, at 2:00 p.m. EST.

Tuesday

The nation remembers America's veterans on Tuesday. Despite the day's always having been a working holiday for Wall Street, it was one I never overlooked. New York City's Vietnam Veteran's Memorial is directly adjacent to my old office, and my wonderful old window seat allowed me to keep track of the happenings downstairs. Look for a special heartfelt article from "The Greek" on Tuesday, as we know a few special veterans with great personal stories.

Markets will be closed in Canada for Remembrance Day. While equity markets are open in the U.S., fixed income markets will be shut for the day, as will government offices. Thus, the week's economic schedule will get a shuffle, with some of the regular weekly reports pushed back a day.

Normally posted on Tuesday, ICSC's Weekly Same-Store Sales Report will instead find the wire on Wednesday this week. This is a data point we track closely here, and we've well-noted the downtrend since the end of August and back-to-school shopping season. Last week, retailers verified our expectation for a tough October, which was based on consumer sentiment failings and rising unemployment.

In its most recent weekly tally, ICSC reported year-over-year sales only rose 0.9%. Even so, this week's growth rate may surprise the market with strength. We believe sales could benefit from an "in-store" promotion by Wal-Mart (NYSE: WMT). The nation's preeminent retailer offered a refined version of a Black Friday type sale this past Saturday, covering only a few high impact items that might have drawn traffic into stores. ICSC measures periods through Saturday, but some of its reporting retailers account differently. If Wal-Mart's data follows the ICSC schedule, this critical retailer has the ability to significantly impact the reported weekly figure this time around. Look for Redbook's Survey on Wednesday as well.

Some of our reference sources indicate the weekly mortgage report will make its Wednesday deadline, but based on our recollection of history, we expect the Mortgage Bankers Association could report its weekly Mortgage Applications data on Thursday. Federal Reserve Vice Chairman Kohn is scheduled to address a group on the topic of productivity and innovation in financial services. Somehow, I get the feeling creative financing and financial instrument engineering are not going to return to vogue any time soon... With a few reports pushed back, the week's data schedule is back-end-loaded. So, Thursday and Friday will more than make up for a quiet start. For as long as companies are shedding employees like last year's fashion, a key data point each Thursday will be the Weekly Jobless Claims Report. The four-week moving average sat at 477K upon last check, and we expect it will move higher. Bloomberg's consensus is looking for the weekly tally to number 482K this time around, versus 481K last week.

The second data point due in the premarket is the International Trade Report. Bloomberg's consensus of economists is looking for the trade deficit to have narrowed in September, to $57 billion, from $59.1 billion noted in August.

The RBC Cash Index, due at 9:00 AM, offers another look at September consumer sentiment. Whichever way you look at it, only a mother could like what it sees here. RBC's figure hit a level of 39 in October, measured against a baseline of 100 taken in January 2002. This measure moves around a lot, so don't be surprised by a dramatically smaller number. The low for the year was set in July at 14.6.

The Petroleum Status Report will hit the wires a day late this week, on Thursday. Until Iran (and yes, we speak of an Iranian conflict as a de facto consequence), we see little standing in the way of a sub-$60 price for crude, and possibly a retest of the $49 low we accurately called nearly two years ago.

In the afternoon, look for the 2:00 p.m. reporting of the October Treasury Budget. As you may have guessed, the economists' consensus sees budget deficit expansion to $92 billion, from the $56.8 billion sum reported a year ago.

In case you were planning on a quiet and shortened holiday week, think again. Friday brings with it five, count them, five economic data points. Now without weighing the importance of each to the capital markets, that places five possible landmines in the field of play.

Let's see if we can defuse them one by one. Boom! Guess not, since the October Retail Sales Report is due first thing at 8:30. Last week's reporting of individual chain store sales were ugly across the board, offering little reason to expect good news here. However, Wal-Mart represents a credible portion of aggregate retail sales, and it registered a low single-digit rise. It's clear there is some migration down the retail food chain to discount, but it's just as clear that consumers are waiting things out, if not terrified of what may lie ahead for them. The experts expect a 1.9% decrease in aggregate retail sales for October, and a 1.0% decline ex-auto. Both of these rates of change look understated to us. In September, sales fell 1.2%.

Import and Export Prices will be reported at 8:30 a.m. Bloomberg's consensus of economists sees a 4.2% import price decrease, after a fall of 3.0% in September. This offers little relief now, but will help eventual recovery. Export prices also fell in September, declining.

Business Inventories, due at 10:00 a.m., are seen unchanged in September. August inventories rose 0.3%. Inventories typically build up in times of economic downturn, but technological and other inventory and distribution management process improvement have helped firms to manage cyclical change better than in the past.

At 9:55, yet another metric will tell us how bad we all feel. The preliminary take of the University of Michigan/Reuters Consumer Sentiment Index is expected to read 56.0, versus 57.6 at last check.

Even before these reports reach the wire, Federal Reserve Chairman Bernanke will have addressed a group of central bankers in Germany on their policy coordination past, present and future. Finally, look for the EIA Natural Gas Report a day later than usual, at 10:30.
