Stock Market Wrap - Rules Eased for Fannie & Freddie

The rules are eased for Fannie Mae (NYSE: FNM) and Freddie Mac (NYSE: FRE), while Morgan Stanley (NYSE: MS) beats expectations, but the Dow declines anyway.
